I could write why France is nice civilization and should be represented more properly, but who would read that? It adds four extra leaders to the game.

UA - Magnificences - Spies are less likely to be caught and negative spy stealing rate modifiers are only half as effective against them.
UU - Garde Imperiale - Rifleman - Extra combat bonus depends on number of Garde Imperial you have (50/33/20/15/10/5%).
UB - Maréchaussée - Constabulary - +2 Happiness if enemy spy was caught in this city. +2 Gold. +2 Culture.

UA - Man of Letters - Creating Great Work speeds up the generation of future adequate Great Person and grants a free Building with adequate Slot in one city.
UU - Gendarme - Knight - +15% Combat Bonus vs Knights. 24 Combat Strength.
UI - Chateau - (Added: Can be built on Oil, Coal, Alluminium, Uranium)

UA - City of Light - Culture output of World Wonders and base Tourism increase other yields in their capital. (gold/food/science)
UU - Musketeer - Musketman - (Changed: requires Chivalry) (Added: Great Writer points on kills)
UB - Salon - Amphitheater - +10% Great People generation per Theming Bonus. +1 Science.

UU - Cuirassier - Cavalry - Temporary boosts the power of other military units (+15%) and itself (+25%, +1 Movement), while moving through your troops. 36 Combat Strength.

UU - Grenadier - Rifleman - Upon turn start, throws a Grenade at adjacent enemy city (weak ranged attack), which breaks enemy defense and make it more fragile for other attacks.
