You really should to make it as a patch (I share it in discussion).
I'm not sure if it has enough labor for your taste, but it's a simple xml edit if you wanna raise it.
It's hard to find more "stuff" that logically makes sense for Rimworld but doesn't break balance too much.
I'd say using labor as the "ingredient" similar to how tilled soil mod does is a fair trade? However Tilled Soil mod doesn't take much labor which I disagree with... Takes a lot of time and effort to dig up and move earth around!
If you're not afraid of the debug menu, there's a way to change terrain tiles to whatever you want them to be there which is effectively the same thing as an unbalanced mod that lets you change tiles without ingredients
