Tiered Tech Chests Restored

Restores the craftable tiered tech chests that were cut from the game, up to Durasteel. Art assets were recreated using the Hi-Tech Chest as a template. All chests are craftable at the wooden/industrial workbench, according to tier, and are craftable using one bar of their respective material.
