Step 1: Set the audio language, you want to play, to your preffered language.
Right click -> Options -> language

Step 2: Got to the game folder
C:\Program Files (x86)\Steam\steamapps\common\Prey\Localization

Step 3: In this folder there should be 6 files like this (in my case):
The file on top contains the audio. The other 4 contain the text files, with 2 in the
same language as the audio file and the other 2 (I assume) in the language your
STEAM is set to (your native language). Ignore the last file.

First make back up copies of the 4 text files. Just in case.

Now what you have to do is pretty simple. (That's how I did it)
Rename the first 2 (the language you set) files to the name of the other 2
(your preffered language) and vice versa

In my case I changed the file name of English_anim.pak to
German_anim.pak and the other way round. The same with the
"_xml.pak"

Schritt 1: Gewünschte Audiosprache in den Optionen auswählen
Rechtsklick -> Eigenschaften -> Sprache

Schritt 2: Zum Spieleverzeichnis gehen
C:\Programme (x86)\Steam\steamapps\common\Prey\Localization

Schritt 3: In diesem Ordner müssten sich (wie bei mir) 6 Dateien befinden:
Die oberste Datei enthält den Audioinhalt. Die anderen 4 die Textinhalte, mit 2 in der gleichen
Sprache wie die Audiodatei und die anderen 2 (vermute Ich) in der (eurer Mutter)Sprache in der STEAM eingestellt ist. Die letzte Datei kann ignoriert werden.

Zuerst die 4 Textdateien sichern. Einfach in einen anderen Ordner kopieren. Nur für alle Fälle.

Was jetzt kommt, ist ziemlich simpel. (So hab ich das gemacht)
Die ersten 2 Dateien (die anfangs gewählte Sprache) umbennen zu den 2 Dateien (die bevorzugte Sprache) und das gleiche andersrum

In meinem Fall habe ich die Datei English_anim.pak zu German_anim.pak umbenannt und das gleiche dann in die andere Richtung. Das dann auch mit der "_xml.pak" Datei machen.

Hey, I'm trying to set the game so that the audio is German (everyone speaks german) but all the text (including subtitles and UI) is in english, I did all of the instructions I could to set the files up the way I want them to, but I noticed new files in the localization folder that aren't listed in the screen grab you took, "_patch" files. what should I do with the patch files?

Ich wills über XBox Game Pass spielen, aber mit Englischer Syncronisation. Allein wegen dem "Good morning Morgan". Aber hey, XBox Game Pass heißt minderwertige scheiß UWP Müll, und somit kann ich es nicht auf Englisch setzen. Einer von 1000 Gründen, warum UWP einfach die größte Krankheit der Menschheit ist.

In steam change the language to anything but english and you get in Audio-Options the option to change the spoken language. You will get this only if you change it to non-english in Steam itsels. Way easier...
