I don't think my problem has anything to do with PCConsoleTOC.txt which is what I think you're referring to, no. Like I said, with my method I can play the game with Japanese text and English dub but I can't play with English text and Japanese dub, the sound and subtitles do not play when doing so.
Do you know anything about editing TOC files? I heard that editing TOC files prevents crash to occur.
I am stumped on this and if anyone reading this wants to try and take a crack at it: the very first subtitled voice file played in-game is Insrt_Crash_Paths_LOC_INT/JPN.upk, that's where I would start my testing.
While it changes the game's localization to Japanese and modifies almost all the Japanese text to English (I couldn't find the damn subtitle files myself), I did something different to try to achieve the same effect.
I found where all the in-game voice files (minus the pre-rendered cutscenes which this guide already covers) are stored which is: Yaiba Ninja Gaiden Z\NRZGame\CookedPCConsole\. The English voice files end in _LOC_INT.upk while the Japanese ones end in _LOC_JPN.upk. Ignore the last Startup_LOC_INT/JPN.upk file which will crash the game if you modify it. Basically, I just renamed all the _LOC_JPN.upk files to _LOC_INT.upk.
