After establishing peace between the Triads, go back to the Lucky Money club. One of the two Luminous Path members sitting on the first floor was carrying a Reload mod; its the guy looking straight at you when you walk through the front door. I'm not using Shifter or Biomod, and I was playing on Normal difficulty at the time.
I clipped through the bars by climbing up on a sofa, with barrels lined up behind me to stand on, and threw a grenade so that it would land next to the bars.
Grenades flip and do weird shit, and if you're standing on the nade while it does that, it flips your player model around, and sometimes this lets you pass through thin walls.
It's not at all consistent as far as I can tell, though, and getting out the same way I got in was a pain in the ass, but it IS possible!
