Maximizing Exp gain

This guide will explain the justice system of streets of rogue and how to farm exp by abusing the system. The only 2 classes that can reach lvl 10 on floor 2-3 without the endless mutator are the shapeshifter and cop. This guide will include steps on how to maximize exp gain for unique classes, the sections will be order as Class name --> Strategy to gaining exp --> Extra notes to farm efficiently.

Justice system
The justice system in streets of rogue are based on tiers, some citizens of the floor have more power to commit murder or assault. Lets begin with the classes with the most amount of power that is protected.

Crime immunity: The police officer, shopkeeper, drug den units, hospitals, and banks; have the highest policing power. If you were hit directly in front of a police officer by any of these units the police officers that witnessed the crime will instantly attack you. These classes are also immune to being arrested without incurring the innocence penalty so avoid directly killing them or arresting them if you are the police officer.

Crimes: Certain actions are treated as crimes and will give certain npcs guilty status, however npcs can still become criminals even without having the guilty status since only cops can see the guilty status. I will not be listing details of player unique crimes such as theft and arson.
Assault: The most important crime in order to farm exp, npcs have to hit another npc in order to become guilty of a crime excluding property owners which are automatically immune to criminal activities.
Farming guide list
Police officers: One of the hardest classes to gain exp normally, however if done correctly is the one of the two classes that can reach level 10 before finishing floor 2-3.

Strategy:
1. Find some way to indirectly kill a person.
2. Aggro a non-property owner.
3. Get close to a dead body.
4. Have the hostile npc(non-property owner) hit the body once will cause them to have gain guilty status.
5. Lose the npc by running away or hit them enough for them to run away(don't kill them).
6. Without being spotted arrest the npc.
7. Congrats you have gained +100exp for a single npc.

Extra Notes:
If you want to optimize this strategy use a freeze ray gun it will omit the step of having them or you run away, you can arrest in them right after you freeze them. Also be sure to get nimble fingers if you want to rapidly arrest criminals.

Shapeshifter:

Strategy:
1. Possess the body of a thief.
2. Steal from everyone
3. Possess a doctor
4. Chloroform every property owner
5. Possess a police officer and aggro them to become criminals by letting them hit a dead body.
6. Arrest them
7. Congrats for all the floor exp bonuses of stealing, knocking out, and killing no one(the best class in the game)

Extra Notes:
Shapeshifter is easily the best class in the game and most dynamic. Be sure to get studious perk asap. To avoid cops just possess any slum dweller until you can find a thief or doctor.

Slum Dweller(all other classes minus doctor):

Strategy:
Same as above except you kill the npc instead of arresting them.
You will gain +75 exp for killing an npc that has attacked a dead body.

Extra Notes:
One of the weakest classes initially, however can become one of the most power by gaining levels. Every 2 character levels starting from character level 2 of the slum dweller will award 1 stat point, what this means is the slum dweller can maximize all of their stats to 4. The slum dweller can reach gorilla level stats while preserving the ability to use guns and speak with most npcs.

Doctor:

Strategy:
1. Chloroform
2. Profit
3. +20 exp knockout bonus, +200 floor knockout bonus(minimum 20 knockouts), +100 floor kill no one bonus.

Extra Notes:
As a doctor try your best to knock everyone out to gain the most exp, my personal best to floor
2-3 is lvl 9. Its one of the easiest class to level up. You can gain the kill profiter, healthalizer, and kill ammunizer bonus by smacking a chloroformed body.


I may one day clean up this guide and add screenshots but currently I'm too busy to do so.

Taser is the easiest way to arrest imo. Not as good in a crowd because it only fires 1 time on a long cd but you don't have to pay for ammo, which is great

A few notes. Drug den owners ARE protected by the police due to property ownership, but all drug dealers and their goons are marked guilty, and therefor will always reward the same amount of XP as an innocent. The cop isn't the only one who is better off killing guilty people, because guilty people always provide bonus XP. Also the upper-cruster is also protected by the cops.

Last time I checked, you can get infinite exp by pickpocketing money from Slum Dweller, dropping money from them to pick, and repeat. Although leveling up like this would take forever.

Actually, arresting is pretty easy to pull off compared to chloroform. You can arrest from any direction, and it has no cooldown. It makes noise though, and it's not instantaneous - you might need proper spacing, and/or an EarWarp Whistle to silence your arrests.

You can hang out around corners and arrest hostile people before they can see you.

With dizzy grenades, banana peels, tasers or freeze rays, you can incapacitate multiple people and arrest them. Bonus points if you have the Nimble Fingers perk, so that you can arrest 3-4 people within the span of a dizzy grenade's status effect.

Did you know that killing NPCs that are considered sworn enemies for your class (such as Crepes and Blahds towards eachother, or Scientists and Gorillas towards eachother) will net you 150 XP? (Unfortunately, you only get 100 XP for knocking them out.) Because of this, I like to put the Blahd Basher, Crepe Crusher, Scientist Slayer, and Specist traits on my custom character, and try to murder them whenever I see them. (Other NPCs I just Chloroform or Tranquilize.)

im a total noob at this game, just got it today. but i found hacker and shapeshifter and doctor to be current fav's to play as. so far cant make passed 1-3 level yet but it's very enjoyable. this is proof that games dont have to be movie quality graphics (star wars battlefront newest edition) to make it great. reminds me of playing Hotline miami, only better, if slower gameplay. Best part of this so far, it actually makes you laugh, somewhat semi rare these days.
but anyway, i'll give your guide a shot, though i fear leveling up too fast kinda kills games sometimes, hope it's not true for this one. (power leveled on saints row3 and it got boring after)

Yes you need to possess multiple classes use their unique abilities to maximize xp gain. You can't arrest a chloroformed citizen so you will have to choose whether to chloroform or arrest them(arrest gives more xp but is harder to pull off)

How does the shapeshifter system work? Is it just because you get xp from stealing, then you get xp from cloraform, then you get xp from arresting?

The part about "every two levels" is actually incorrect, it is only saying "begginning at level 2" as you start out at level 1 on every new one so if you got them beggining at level one then you would get it as soon as you did the quickstart or whatever. It does it every level that you actually level up, not the freebie level one the game gives you.
