Copy this line --enable-dev-ui
Next step
Go to your steam library and right click on cities skylines and click properties then click set launch options and paste the line from the first step then click save or okay and launch cities skylines.
Last Step + Options
open up a city and press tab and you should get lots of options some options you might not know are "analog controller" which enables controls for an xbox or ps4 controller and "reset config" or "delete config" I do not recommend the last two options as they reset all of your settings. only use this option if you cant find a option to change to default and are okay with changing back the other options.

Works for me (Aug 2022). Make sure you have two hyphens in the param. --enable-dev-ui

So, I got a new computer, and I have tried typing & copying and pasting --enable-dev-ui and Dev mode still does not work for me.

BUT when I play from my old computer, dev mode still loads and works (I had already input the code years ago)

There does not seem to be anyone else having this issue - at least not from what I see on these forums and reddit - so I have no idea what to do...

Any help will be MUCH appreciated!!!

I figured it out


Go to your game library


Click, Cities:Skylines

Launch Cities:Skylines

Wait for it to load.

Click Content Manager

Go to mods

Then there is all the mods C:
