How to FIX: High CPU Usage/Low FPS
By Souly Hatin
This fix worked on both a single card AMD desktop setup and a laptop running NVidered SLI. Going this route when running DX12 may cause crashes. Please add comments if something particular worked/didn't work for you.

High CPU Usage is prolly bad for your blood pressure
Does your Division experience sometimes feel like getting a swift spiky bat to the nether regions? Have you tried everything from destabilizing your CPU warp cores to invoking Yog-Shothoth in order to make the rage-quit inducing, oft-fatal, DZ out-of-the-question, lag cease? So have I and nothing worked.
Let me be your Medicine
Any combination of settings in both Windowed mode and Fullscreen mode both sucked my CPU cores dry (and not in a good way).

Strangely enough, changing the video settings to Windowed (Fulscreen) a.k.a. Borderless Windowed Mode worked for both me on my older AMD desktop as well my squaddie on his SLI laptop experience.

A word to the wise
As our 'Merican readers may very well know: all computers aren't created equal. Consequently, I hope that it also works for you. My sample size isn't very big, but as it worked on both a desktop with AMD and laptop with SLI'd NVidia the chances are it may for you too. Even so, feel free to call me a filthy ♥♥♥♥♥ if it doesn't. Just remember if you do that I'm still playing it on a smooth-as-butter framerate compared to you. ^_^
Let's hold hands
To (hopefully) reproduce this magical fix, follow my three-step recipe to success:

1) Go to options in the main menu

2) Select Windowed Mode: Windowed (Fullscreen)

3) Apply and win at shooting things again.

A caveat
My frame rate was limited to a mere 30 frames per second and yours might be too if you follow these instructions. Ensure you force your VSync setting to off, if you want your silky smooth frames back.

As pointed out by Desyre, this may cause crashes with DirectX12. If you move back to DX11 mode it should be fine. Again you'll have to ask yourself: do you want to play Division or look at a beautiful slideshow?

Good luck, and ganbare!

Amusing read but yeah, this will help if you have a low end pc. I've encountered little to no bugs playing in Fullscreen and Vsync on with a Geforce 960 and i7 4790K. Frame rate 50fps and better.

If your crashing from this, make sure to disable Direct X12 in the settings, i doesnt like any tampering in relation to the window
