For dragonborne, you could always start with one of the saurus models from warhammer age of sigmar. I know there are a few good mods available with them.

If you can send the texture file before and after adding the head, maybe I can get a better idea of what might be happening.
When you're merging multiple textures, you need to go in to the UV/Image editor and adjust the UV map to fit your new merged texture.
If you mean the textures are looking noticeably lower quality once you've merged them, it might be something to do with the increments you're resizing your image in. I use cropping as opposed to adjusting the image size partially to avoid any degrading of the textures.
