Propiedades, general, definir parámetros de lanzamiento.
Y pegar esta línea de comandos.

Puedes editar esta línea según los cores de tu pc y la memoria ram.

Guarda la configuración e inicia juego, notarás una mejoría.

Recomiendo poner 2 teclas en opciones de teclado, para aumentar y disminuir la distancia de renderización mientras juegas una partida, ya que en ciudades puedes poner el mínimo (500) y en campo abierto puedes jugar ♥♥♥ 1000 si no te va muy mal, para poder ver un poco más lejos)
