Understanding When It Works
To begin you must understand when this feature works.
This feature works (as you might know already) in specific games like : sonic 3 & Knuckles. Which means that the emulator is changing settings based on the game.

Can I change this settings?
No, this settings are hardcoded to the emulator therefor you can't change them by yourself.

But how it works with modded ROMs?
Simple, the modded ROM is using the emulation settings from the game which you said it is for.

Example: you have a modded ROM that use the save feature and you put it under Sonic 1 which don't support the save feature, because of that your modded ROM will also not been able to use this feature.
How to enable it
So now you know how and when it works but how to enable it for your ROM?
The only way to enable it is to upload your ROM for a game that support this feature.

Example : Using the previous example but now you upload the ROM for Sonic 3 & knuckles instead of Sonic 1. Because Sonic 3 & knuckles support the save feature then your ROM will be able to support this feature.

Nope, it's about the official emulator and how you can load custom ROMs that use the save game functionality and make it work on those ROMs

Thank you, this is what I've been looking for. Does anybody have the list of games that support save features ?
