He uses Nick's animations which work online. He includes viewmodel arms and vgui elements. Looks like he's going POSTAL. Okay, I need to stop with this.

is there a way where you can put the postal dude from postal 2 with jigglebones on the jacket?

After trying it, while playing as Bill, I think it is definitely a good mod so I gave it a thumbs up. I really like the movement of his coat, which is not only noticeable up close but even at a great distance- nice job on that! It could be improved a lot though by fixing the "all white" eyes and adding facial animations.
