This lovely staff turns your non-essential and non-flying enemies into a delicious Sweet Roll! The location of this staff is depicted in the screenshots above! And yes..someone did steal my Sweet Roll.

Did you find the data from the script of wabbajack? I tried to make it work as a hand cast spell but it i didnt work (with the skyrim creation kit) can you help me?
