can you upgrade the existing Vannila metro stations like the tram metro hub?

To be honest, I don't think any of the developers are focusing on the CS mods anymore, now that CS II is out. So, it's kind like, what you see is what you get, and that's that... take it or leave it. Whatever the last date posted for an update is, that's the last time that the developer has even paid attention to the mod. Sorry, but that's just that.
Therefore, whatever bugs that you're experiencing, is gonna have to either be dealt with, or just don't even bother using the mod anymore. That's all that can be done at this point.
Go to cylis's workshop, where you can get a similar depiction, but without the issues of the mod. You'll need another mod to help with track replacements though for certain situations.

I could also say though, that sometimes, when trying to unsub and then resub to a mod that was not properly disabled and removed from your game, but then saved the game as such, then trying to reload the game again with that mod included/excluded (however the case may be), it can cause that Array error as well.
I actually tried to do a game for this particular mod and duplicated that error with the above mentioned, and it did work that way.
So, as shaneturner12 advised earlier, you have to make sure that when unsubbing to these mods, that you are doing it correctly and paying attention to the processes.
Unfortunately, every mod isn't the same, so you can't just unsub it and call it a day, without actually going through the process of disabling it first in the Content Manager (accordingly), then unsubbing from it. That can definitely destroy the saved game file that you did that on.

Well, I'm gonna kill that assumption for you right now!
I'm an old school fart, and truth be told, my system is still a DDR2, playing on a GTX1050 TI card, with only 20 GB RAM. Yet, EVERY video and post that you see in my profile is exactly what is happening now!! EVERYTHING is working for me, and again, I have TONS of mods in my game.
So, now that you (and everyone else) knows the real deal about my system, no one can say anything about it not working properly because of the mod, or lack of VRAM. Every mod that you see my name on, and I post confirmation images all the time in my profile, you see that the mod itself is working with no problems for me, that is.
Now, with that being said, and I always say, it's most likely a mod outdated conflicting with this one. Unless your computer has a virus as well, then that could also be a problem altogether.
