It's a little mistake. You listed above all "places" in France (28) - but to unlock "Bon Voyage!" achievement you need visit only cities (23). Civeaux, Golfech, Paluel, St. Alban-du-Rhone and St. Laurent are places with nuclear plants, but not cities - you don't need to visit them to unlock this achievement.

@ElevatingEurope, Yes, there really is a ferry between Plymouth and Roscoff. At least Google Maps shows one. :)

In real life, there is a ferry link between Plymouth and Roscoff. Was that added as part of the VLF DLC?
