i´d like to share how i made this achievement. I made a Tour starting in Berlin, via Potsdam, Halle(Saale), Padaborn to Bonn. I got the Achievement, when i arrived at Halle (Saale).
I dont know if it depends on from where you start your tour or if you get the Achievement for just arriving in Halle, but that is how I got it.

bei mir ging es nicht ich bin von berlin nach potsdam und dann nach halle kann es dran liegen das ich potsdam erst in die route freigeschalten habe

I got the achievement by going from Hamburg to Schwerin. It seems like the way to get it is to do a tour from the west side of the map to the east side, or vice-versa.
