However, I do know that some of my maps have old info-nodes (this happens when I don't fully delete info-node .ain file before the final build of the map), which will prevent certain addons to work properly (for example Zinv+). So this may be one of those maps.
However, you could try restarting the game.
Deleting the .gma file and redownloading the map.
I've just downloaded it (The map hammer files are long gone) and the NPCs do walk around, give chase and so on.
However, if you are trying to use some kind of spawning system like ZINV+, than console will tell you that there are no info_nodes / AI nodes present despite the fact that they are present and thus won't spawn any NPCs.
To fix the issue, I would need to simply delete the .ain file with the old .bsp and than recompile the .bsp file.
However, if you believe that overwriting the .ain file with a new .ain file is going to fix the issue, than go ahead, upload the paths that you've made so that people may enjoy the map, you may as well create a Discussion thread with the link to your fix.
