How it is setup now it will cause on one side a lot more traffic then on the other side forcing the AI to pile up in a traffic jam.
Easy solution, remove the off ramp that goes undert he highway to the other side and turn the T-crossing into a proper crossing. It will get rid of traffic a lot faster.
