Johns and working girls would be much more likely to be using the dangerous drugs together while "in session".

An officially sanctioned or condoned (with an N, not an M) Red Light District ensures the girls are protected in many ways which includes condomes and doctors. The pimps, legal businessman, will not hire sick girls in the first place.
