The Johns would lure non-working girls "into the life" and even revert to raping a lot more. Also the Johns would gladly pay some extra for not using condoms. Johns and working girls would be much more likely to be using the dangerous drugs together while "in session".

NOT having the Red Light Districts takes away a LOT of health & happyness

An officially sanctioned or condoned (with an N, not an M) Red Light District ensures the girls are protected in many ways which includes condomes and doctors. The pimps, legal businessman, will not hire sick girls in the first place.
