Sounds like some kind of admin mod/prop protection error causing the world to not be solid. Try disabling any admin mods or protection mods.

The default vehicles like the buggy and airboat as well as all modded ones. Some dupes can stay on but not many.

my vehicles just phase right through the track for some reason?
