@Detail, they're all over the place in London. You must not enter the hashed area unless you can immediately move past it. Essentially, it means "do not block the junction." They're usually accompanied by CCTV cameras so they can send you a fine if you're caught stopped in one. All you need is to be partially stopped in the box and you'll have a nice £120 fine on its way to you in the next day or two.

I used to drive there extensivly but not in about 10 years. I never recollect seeing one of these. What is the specific purpose?
