First go to library and then right click on unturned then properties and browse local files and make a shortcut of unturned and name it to Unturned - server right click it and press properties then u need to write in in the thing like this:
"C:\Program Files (x86)\Steam\steamapps\common\Unturned\Unturned.exe" -nographics -batchmode +lanserver/name
So thats the basics
Open the unturned server then let it open and then u type shutdown when its done. Then u go into the servers map and u see the name u typed inside the unturned server properties then press on it and u see the server map inside and then command go into notepad or notepad ++ and u can change stuff like this
name Lolteson - name of the server
Map Washington - if u want a workshop map u need to download it and find the map and put it inside workshop then map in the map.

In game commands
First u need to start the server and make ur self admin u gotta be on at that moment u do it and u type this in the server console: Admin urname
then u could start with the commands cause ur admin
@Slay player/Ban player - Slay make the person get banned and killed/Ban makes them only banned
@day/night - makes it night or day
@Experience player/amount - how to get exp and upgrade stuff and how much
@give player/id/amount - How to give a player the id and amount of it
@kick player/message - kicks a player with a message can also be on slay and ban
@save - saves the progress of it
@shutdown - make the server to shutdown
@say message - talks like the server
@storm - makes it rain or stop raining
@unadmin/unban/steamid - makes them be unadmin or unbanned
@vehicle id - makes u spawn a vehicle
@teleport name/name - tps u or other to a place
@airdrop - Airdrops is comming
@bans - Console makes u see all the bans in the console
@spy - You can spy on people screens and check them in folder or esc

Workshop maps/mods
If u want a workshop item to ur server u need to find it inside of the workshop and after u installed them u could go to the steamapps folder and see the workshop and then content then press the folder 304930 and there u find all the mods/maps u downloaded then u could copy the thing u want and maps and mods have a map for them self But then u gotta go back to the unturned server map and press workshop and mods is going to content and maps to maps and after that the mods is always on and the map u need to change in the settings in commands

Hamachi is one thing u can join a lan server with and easy but its not a public server bcs portforwarding is kinda hard
u could just be on the same internet to join the lan server thats what an lanserver is for
