5 More Core Planets Edict

A simple mod that gives you +5 core planets and +5 leaders for one influence per month.

This was mainly created to allow direct control of the captured ringworld planets when you defeat that Fallen Empire, so that the sector AI doesn't replace those otherwise unobtainable buildings with research labs and farms. Not sure if this is still an issue with 1.1+ though, but I'll leave this here just in case.
