Go to install folder C:\Program Files (x86)\Steam\SteamApps\common\oblivion and open Oblivion_default.ini

Step 2

edit the following lines to 0:
bUse Joystick=0
bDSoundHWAcceleration=0
bMusicEnabled=0
bSoundEnabled=0

Step 3

Delete oblivion.ini from "C:\Users\username\Documents\My Games\oblivion"

Final

Now you can probably start Oblivion without any problems and change your settings.

I had to change both the ini files in oblivion's folder and the one under "my games" and now the sound is back to working . Thank you :)

IT doesn't crash but now I have no sound, even when I go back and change every one of those settings back to 1 :(

alt tabbing while on a loading screen in the game, especially at start up, tends to crash. theres a fix somewhere online with obse im using and ive had 0 problems since. you could try oblivion display tweaks and obse, just from a quick google search.
