Alright, I just wasn't sure. At least the culture nerf doesn't DECREASE their overall culteral output, so you can still get a tourism victory with them. Thanks for clarifying!

Yes, I added the higher culture cost for social policies, because the culture boost of the unique buildings is extremely powerful in the early game. So you are right; basically Franconia is just a slightly different Poland with better conditions at the beginning and a little cultural nerf in the later game.

+10% culture cost per policy? So Social Policies cost 10% more? Making this a weaker ability than Poland's? I'm very confused.
Regardless, nice to see Franconia entering the World Stage.
