how about if you adopt order, you lose the wall street. but, you get banks in all cities if you have a wall street and order but you wont have wall street

I did go a little over the top here, I agree. But getting a stock exchange in every city is in my opinion the hardest requirement for a wonder in the game (compared to vanilla).
