I've had this idea for a few month now. I've been working on a Alternate culture for Anime civs with JFD's Cultural Diversity. I was having the feeling that Anime mods + that mod. Generally just have Oriental culture, or try to choose something not Japanese (I do this a lot) to allow a more diverse Anime selection.
So I might just release them all in the same mod, but release the first one alone. The first one will be the Moe Culture, and it's Era Splashscreens can be found here if you want to have a look:

I've mostly removed the mechanic, and will take a closer look at it. Added +2 Culture to make up for the missing effect until I fix it. Seems like it counts EVERY luxury in the empire. Not just workable by the city.
I'll either have to see if I didn't notice a table I could use, or do the resource counting myself through lua code.
Thanks for the imput and I'll see what I can do to reduce the effect with maybe keeping the building's Mechanics. Which I hope to do.
