AoE psi targeting Tweaks

Removes tile snapping for the 4 sphere targeting psi abilities (1 for XCOM 3 for aliens), also reduces their range by 60% when suppressed. (Configurable via ini). This is also an extended version of the mod 'Non-tile-snapping psi abilities
', you need to disable that mod when enabling this mod.

This mod overwrites template 'AnimaInversion', 'VoidRift', 'PsiDimensionalRiftStage1', 'PsiBombStage1' and may not be compatible with other mods that overwrites the same template.
