AoE psi targeting Tweaks

Removes tile snapping for the 4 sphere targeting psi abilities (1 for XCOM 3 for aliens), also reduces their range by 60% when suppressed. (Configurable via ini). This is also an extended version of the mod 'Non-tile-snapping psi abilities
', you need to disable that mod when enabling this mod.

WARNING: As any XCOM 2 mods do, saving a game with a mod enabled will cause the save game only work if and only if the mod is enabled, since this is a tweaking mod using existing templates there shouldn't be missing content after disabling the mod so for now you'll have to use this mod to fix it if you decide to disable the mod http://steamproxy.net/sharedfiles/filedetails/?id=619141883
