Allows customizing the percentage of genders for new soldiers/scientists/engineers. Works with WotC

To customize edit the XComGame.ini in Steam/SteamApps/workshop/content/268500/624570834/Config

Thanks to BlueRaja ( http://steamproxy.net/sharedfiles/filedetails/?id=618804288 ) for providing the source code so I could find the files I needed to modify and how to do it.

Hi, thanks for this amazing mod. If I added factions like MOCX, will they be affected by this change?

@khumak Reapers templars and skirmishers are changed by the WotC mod linked in the description.

From what I can tell this mod works great for regular soldiers but does not affect the heroes. So Reapers, Templars, and Skirmishers will still be a random gender but your regular soldiers will match whatever you configure in this mod.

Doesn't seem to work. I'm using these 2 mods, more nations and names mod and commanders choice. Not sure if in conflict with one of them.

I just completed a WOTC campaign with 104 mods including this one. It all went well.
