Resolving Missing Required Downloadable Content Issue

Resolving the Issue
Disclaimer: I tested it with my own game and it worked, but still I can't guarantee it's 100% reliable, so use at your own risk.

Important: using this method for mods other than interface and dynamic gameplay adjustments might not work. UI mods are probably safest to use this method with, textures, new abilities, items and classes are not. But still you can try this as a last resort.

Steps to resolve missing mod(s) problem:

1. Look at the message the game outputs and write down EXACT missing mod names

For this particular message those are ConfigurableMissionTimers, FreeCameraRotation and StripPrimaryWeapons.

2. Find where XCOM2 is installed. For example, "D:\Steam\steamapps\common\XCOM 2\" .

3. Go under "D:\Steam\steamapps\common\XCOM 2\XComGame" (an actual path your found for your system) and locate "Mods" folder. If it doesn't exist - create it, so the final file structure would look like this: "D:\Steam\steamapps\common\XCOM 2\XComGame\Mods".

4. Go under "D:\Steam\steamapps\common\XCOM 2\XComGame\Mods" folder and create folders there with names matching to the names of missing mods. Make sure they are an EXACT match!

5. Go under each mod's folder and create empty XComMod files with corresponding mod names there. Examples:
"D:\Steam\steamapps\common\XCOM 2\XComGame\Mods\ConfigurableMissionTimers\ConfigurableMissionTimers.XComMod"
"D:\Steam\steamapps\common\XCOM 2\XComGame\Mods\FreeCameraRotation\FreeCameraRotation.XComMod"
"D:\Steam\steamapps\common\XCOM 2\XComGame\Mods\StripPrimaryWeapons\StripPrimaryWeapons.XComMod"
Make sure Windows is not saving those as txt files and make sure they're an EXACT match to folder names.

6. Launch XCOM2 launcher, make sure you indeed see the mods you've just added, enable all of them and run the game.

Note: you can create XComMod file using standard notepad - create an empty file, choose "Save as", select "all files" as a file type and enter a full name including .XComMod as a file name.

Every method just hides the problem, so that's on you to decide. If you're sure that the mod is purely UI/cosmetic and removing it won't affect your game, than it's safe to do.

I haven't played the game for quite a bit, but I've heard that one of the patches made it possible to load a save despite mods being missing. And also I've heard that there's a mod that bypasses save check entirely, thus eliminating the need to keep empty folders.

This method works but it doesn't fix the problem it just hides it. Anyone know how to cleanly remove the mod reference from the savegame? (Especially if you don't want to end up with a bunch of empty placeholders littering your directories)

No: release version did not allow to load a save game with missing mods. I learned this the hard way when I decided to rename my mod and suddenly ruined a playthrough for hundreds of people. Fortunately, in case of UI mods fixing this problem was simple and I wrote this guide to share the fix. Later mods apeared to turn off the warning and unblock save loading. And later on in their first or second patch Firaxis finally unblocked save loading themselves, leaving only the warning.

So, the guide is still relevant for those who don't want to see warning messages pop up each time they're loading the game with missing mod. And it's better than using a mod, because if the mod that removes the warning becomes incompatible, then you will need something else to remove the warning :)

*scratches head* you do realize that, since release, loading a save game with that warning still works. there's a couple of mods that (1) ignore the warning (2) remove the stuff that prompt that warning

Ahh. I accidentally skipped the named folder and had the mod file directly in the mods folder. Fixed and it worked! Thanks for your help.

The name of your mod is FasterAvengerNavigation. You need to do steps 4 and 5: create a folder and then create a file inside.

Having slight trouble. My error message is marginally different from what is shown.
If the error reads as follows:
The selected Save is missing required Downloadable Content or Mods:
%modnames%
Choosing to load in may result in blah blah blah. Proceed at your own risk.
"FasterAvengerNavigation"

Would the proper file name to place in the mods folder be "FasterAvengerNavigation.XComMods"? Or am I misunderstanding.

for me it works great.
and after i finish the campeign i can delete my "fake" mod again
