If you are having issues with the mod working with WOTC, there is a fix.
Edit the .XComMod file (in this case "ReplikantsCustomFacePaints.XComMod") found in the mod directory (steam/steamapps/workshop/content/265800/619525059). When you open the file, you will see this at the top:

Title=Custom Face Paints
Description=A package of custom, handmade facepaints. JUST UPDATED!
Add "RequiresXPACK=true" (w/ out the quotes) below the description line and the mod will load. It should work for this mod, but won't work for every vanilla mod out there. If you need more explanation check out this thread: https://steamproxy.net/app/268500/discussions/0/2568690592363026091/
