Introduction

Naturally, the Phoenix Republic is hardly the only civilization existing within the Sol System. By 2104, the region became host to large diversity of governments and ideals, with nearly every major body being claimed by some group of people.

As with anything, alliances formed and were broken, with others taking their place. Conflicts broke out, and others were resolved. This guide will give you an overview of what some of these civilizations are, and how they have related to one another.

Origins
Originally formed before the Great Space Race of 2029, during the collapse of other start-up companies trying to get to Mars, Amphion Corporation took an aggressive stance on production and began exporting mining equipment to Mars for new colonial expansion opportunities. The company was not without competition, however. Numerous other companies and even nations from Earth were all caught up in the land grab.

The Iron Frontier, it was called.

With how lucrative Martian colonization seemed at the time, given the abundance of ferrous materials, water, and some less common minerals, Amphion (then a start-up company) saw opportunity on Mars.

Amphion Prospectors and Surveyors discovered rich deposits in Tharsis on Mars, a then closely-guarded secret, which had succumbed to corporate espionage from other companies vying for rich ore opportunities. Through legal action, however, Amphion was able to secure Tharsis for itself and furthering its production capabilities on Mars, but not without Andromeda Dynamics attempting to sabotage efforts.

The founder of Amphion Mining Corporation, then Jean Cartier, pushed for establishment of a colony on Mars, in the Tharsis sector known as New Halifax, named after his place of birth on Earth. Unfortunately, Jean Cartier suffered from severe decompression illness after his journey to visit the new colony, suffering paralysis. He was forced to remain in a wheelchair for the rest of his days, but he didn't let this impairment stop him from designing schematics for mining vehicles capable of operating in Zero-G conditions safely.

Jean Cartier's design philosophy was always based around submarines. As a child, he had always imagined space to be similar to being underwater, and so he studied nautical, astronautical, and aeronautical engineering at M.I.T. after moving down from Canada for his studies. He was a very ambitious individual, securing a financial advisor, business advisor, and numerous patents for himself, he created Amphion Aeronautics (which was later to become Amphion Mining Corporation).

Posthumously, he was hailed as one of the grandfathers of asteroid mining operations, and given the title of Star Pioneer, for his work in establishing New Halifax, a now populous location on Mars, and his efforts to push for better and safer mining operations.

41 years after his death in 2049, Amphion Mining and Militia has expanded operations into the far reaches of space, far beyond what Jean Cartier had envisioned. Given how piracy has become a rampant problem in recent years, Amphion now exports in addition to mining vehicles, less expensive, but military-quality hardware to militia forces and colonial defense forces.

It's not uncommon to see one of Jean Cartier's designs still in service amongst colonial establishements.

Recent History

During its time on Mars, Amphion had made leaps and bounds in developing atmospheric vessels for usage in low-density atmospheres, like the kinds found on Europa. The propulsion laboratories had several joint operations on Mars prior to exodus, developing massively powerful transatmospheric craft and expeditionary vessels. For the most part, Amphion was at peace with the rest of the factions in Sol.

After many decades of litigations, disputes, and corporate conflict, Amphion, through legal means, purchased Andromeda Dynamics and its staff to develop science vessels and [REDACTED] vessels. Andromeda produces a wide range of ground vehicles as well as [REDACTED] Orbital [REDACTED]. Most of Andromeda Dynamics' research laboratories had been moved to an offworld site on [REDACTED].

Increasing pressure from the Earth's senate to join the fold and cease ties with other solar factions created a schism in the then-unstable relationship between Amphion and the Earth Security Council. Limitations imposed on research grants, cut funding, and other drawbacks placed a thorn in the side of Amphion's ambitions, in spite of their deep-rooted ties with the establishment of Martian cities and colonies.

Sympathizing with the CEU's cause, Amphion's Executive, Alphonse Cartier (Jean Cartier's Grandson and heir), had quietly made a deal with the CEU ambassadors during their visit to New Halifax. He made a decision to side with the CEU and supply them with the industrial infrastructure they needed to seize territories, and the CEU would allow mining operations in the ore-rich sectors of space that they controlled.

In 2057, as Martian vessels began to disappear, and evidence pointed to the ESC, Amphion underwent a secretive operation in which it removed its equipment en masse during a particularly turbulent storm during one of Mars' nights. The storm had caused a communications blackout in the surrounding colonies on Mars, thereby preventing unwanted detection which would have otherwise compromised the exodus towards the asteroid belt. Many lives were lost during the exodus, to unsafe launch conditions, damaged equipment, and other problems that came with launching during the middle of a storm.

Once the Earth Security Council had gotten wind of this, they immediately retaliated, attempting to seize the assets and stop a rebellion.

Elsewhere on Mars, riots were breaking out, and martial law was declared accross the planet. The ESC was met with much local resistance in New Halifax from Amphion loyalists, but ultimately the occupying forces had subjugated any resistance in the metropolis. Those that stayed behind and remained loyal encouraged retaliating for some time, but it was ultimately a lost cause.

The Earth Security Council attempted to invade the asteroid belt to take Vesta, where Amphion had taken hold and established a new headquarters alongside other CEU colonies. The ESC's initial assault force was met with serious opposition and colonial guerrilla tactics, forcing them into Pyrrhic victories, losing countless vessels and lives in the process. This discouraging level of resistance and unconventional methods of sabotage forced the Earth Security Council to pull out of the area and rethink their strategy. The countless asteroids provided a defensive alcove for Amphion's small, but strategically effective naval force, not to mention the fact that the CEU provided substantial fire support in skirmishes across the territorial borders.

The CEU had used Amphion's mining equipment long before the five houses were established. The brand, customer familiarity and loyalty had created a positive buyer-seller relationship with the asteroid colonies on Vesta, Ceres, and Pallas. This allowed Amphion to establish a second headquarters on Vesta, extending their production to the belt.

Present Day

Amphion made a deal with Republic Intelligence to help with their overthrow of the Martian government during the early 2100s. During this time, they were able to re-establish many of their old facilities, and begin production of ships on Mars to bolster the efforts of the insurgency, later known as the Martian Confederacy.

Although the insurgency later failed when the Phoenix Senate recalled the RIA's operations, the Confederacy and Amphion both remained in the territories that they had won. Soon afterwards, in 2108 the ESC fell and Horus's leadership was overthrown. This allowed peace to come to the former ESC systems, and the Confederacy further established its foothold on Mars, with Amphion as one of its primary benefactors.

History


The history of the Atheris Interstellar Republic (AIR) dates back to 2034, when several EC states founded a multinational company to produce military aircraft. This company was called Atheris Aerospace. Several years after setting up a subsidiary company that was supposed to produce military space ships for the ESC (Atheris Shipyards), the demand for aircraft on Earth started decreasing to the point where Atheris Aerospace was entirely closed down. ASY (Atheris Shipyards) accepted a contract to work on "Project Daedalus" and assist in the construction of a large self-sustainable station intended to mine the resources of the outer solar system. These services came in exchange for the permission to send several Atheris scientists on the ship to study advanced mining techniques for ASY's planned series of mining ships. The station itself, however, never reached its target and was instead transported through an unknown wormhole in 2051 to a distant system, dubbed Shiva.

Having lost their most valuable engineers and scientists, Atheris Shipyards slowly fell into debt. The company was declared bankrupt after most of its orbital facilities had been destroyed in the battle for LEO in 2062. The Atheris employees stranded in Shiva played a large role in the construction of settlements on a habitable planet, Shiva Prime. However, they were also thrown into a war in 2069 when the three opposing factions that had emerged from Shiva's tough early years started using weapons to settle their arguments over whose ideology was the right one. The ASY engineers and scientists sided with the Shivan faction, and built capable fighters for its war efforts. After the end of the civil war, however, when a central oppressive government was formed that required all private organisations to be put under state control, ASY refused to cooperate and were declared terrorists. Together with several thousand other rebels, they used 2 of the massive transport ships that were left over from the colonisation to escape to a cold and barren Planet called Kali.

It was on this Planet that, in 2070, the rebels decided to establish their own democratic Republic: the Atheris Interstellar Republic (AIR). They elected a government of three leaders, known simply as the Triumvirate. They used the transporters' leftover equipment to begin to terraform the planet's hostile atmosphere and set up a small settlement protected from the cold. Many years later, Kali had developed into a proper colony with multiple "cities" and a breathable atmosphere. However, it did not take long for the new Shivan Empire to detect the settlements and launch warships in Kali's direction. During several long years, the AIR struggled to fend off the Shivan attacks, although the Shivan military clearly underestimated the Republic's defensive capabilities. In 2090, after the Empire had started preparing to cross the wormhole and re-establish contact to the civilisations of the Sol system, a last massive attack was launched against Kali that forced the AIR to surrender. Before this blow could be dealt, AIR's most important political leaders were secretly transported to one of Kali's moons, Varada.

After the Shivan expedition fleet crossed the wormhole, the AIR leaders' ships stealthily followed it and contacted Grand Admiral Tyruss of the Phoenix Republic. Although he had previously spoken to the Shivan fleet's representative, the AIR leaders were able to request assistance from the Phoenix Republic before hiding and setting up a small temporary outpost on Haumea, a dwarf planet in the Kuiper belt. Tyruss kept his promise to bring up the AIR's situation in the talks with the Shivan Empire while negotiating an alliance between Shiva and Phoenix. Not long after that, the Empire's ships left Kali for good. After the Atheris Republic was allowed to set up its own colonies in the Sol system's Kuiper belt, the tiny outpost on Haumea was greatly expanded. A new outpost with two ASY shipyards was established on Eris, and a small mining colony was founded on the metal-rich planet Mari in the Shivan system. The AIR also formed an alliance with the Phoenix and Foy Republic and founded two government controlled research departments on the distant dwarf planet Sedna. This became known as the VTRD (Varadan Technological Research Department, now called STRD - Sannian Technological Research Department) and the Protogen research department, whose scientists went rogue after the discovery of an exotic particle and are now chased by several factions.

Current Events

Until 2102, the AIR was rather quietly expanding its colonies, exporting ships and weaponry to other factions in the Sol system, and researching new ship technologies. When the Europa Conflict broke out between Phoenix and the CEU, the AIR joined the fight alongside Phoenix. Afterwards, the AIR was given permission to maintain its own military in the Sol system and started focussing more on warship and fighter production. Several ships were moved from the Shivan system to Sol in order to quickly boost AIR's defenses, and a new atmospheric warship was designed for combat and reconnaisance missions on planetary bodies. the AIR maintained its valuable trade relations with the other factions of Sol though and protecting its own civilians is still the AIR's biggest focus.

Summary
The Ceresian Economic Union is a citizen's republic based in the main asteroid belt. Forged in the aftermath of the RGB wars, the CEU has since become the dominate power in the sector. The secret to this rise to power is due in part to the unique nature of the union, the success of its primary state-owned corporation, Standard Interplanetary Mining, and its embracing of the lawless nature of the asteroid belt.

Whilst a republic in name, the CEU is effectively a cartel of powerful families and corporations known as the Great Houses. Currently there are five Great Houses, York, Magoro, Volkov, Tokugawa and Ramirez, each wildly different from each other, but bound together through a combination of pragmatism, a unique social contract, greed and fear. Over time, each has come to fill a particular role within the CEU, and despite decades of infighting, backstabbing and plotting against each other, are now too intertwined and collectively too powerful for any to consider secession.

All factions in the solar system exploit the vast resources of the belt. Trillions of tons of ores and ice are extracted every day, bringing untold riches to all those willing to brave the new frontier. However, much like the old west of North America, it is a lawless, merciless environment that has claimed the lives of thousands of would-be prospectors. Due to its location, virtually all ships travelling between the inner and outer solar system must pass through the belt. Unsurprisingly, piracy is rampant throughout the sector. The Belt is a haven for Pirates, Privateers, Bounty Hunters and Smugglers, but the wise know there is a price to pay if they wish to be successful, a debt they must pay to She Who Watches.

While no single faction could control the whole belt, and vast swaths are virtually untouched, the CEU is the real power in the region and the de facto rulers. This is achieved through the the CEU Fleet, conquest or assimilation of all of the largest asteroids, numerous probes and observation platforms and outposts, custodianship of “safe” trade lanes, vast wealth and Houses Tokugawa and Ramirez' close links to organized crime and piracy. While anyone can come to the belt and mine and in "interplanetary law" they have every right to, in reality, prospectors cannot do much without attracting the attention of the Houses.

“Earn the right”

Ceresian Citizens enjoy the best quality of life outside of Earth's biosphere. Generally domiciled on the beautiful, terraformed asteroids Vesta and Pallas, they have free access to cutting-edge healthcare, extremely good employment rights, full political participation, free education, free genetic augmentation for their children, longevity treatment, a wide range of entertainment and food and high wages.

This is due to the fact that officially Citizens constitute barely a third of the CEU population, in reality it could be as low as a fifth. The vast majority of the population are civilians, and although generally civilians are paid a reasonable wage, they receive no social assistance whatsoever and are often housed in colossal substandard prefabricated space stations dotted around the four primary “worlds” In fact, unless they have a Trade Permit, they are not even allowed to enter Ceresian space without an endorsement from an "established citizen". In reality, this means signing a contract with a house. The civilians are the workers tending the sky farms, mining the belt, piloting the CEU Navy's light warships and generally doing all the hard work.

To the outside observer, it may seem strange that people would work in the belt, even considering the exodus from an increasingly dysfunctional Earth, but the answer is simple. Every single civilian can earn citizenship. 10 years in the CEU Navy or 15 years as a civilian contractor will earn you the right to call yourself a citizen, own land on the garden worlds and have access to all the citizen benefits.

It is often a brutal road to that goal however, as life expectancy in either the CEU Navy or in the employment of SIM is significantly less than in the Phoenix Republic. "Earn the Right" is an Ceresian motto, and one that carries deep meaning for the self made men and women of the Belt. This social contract is massively supported by York, Magoro and Volkov and is one of the founding principles of the CEU. Tokugawa and Ramirez continue to oppose it, and a contract with these houses can sometimes be considered a death sentence.

Earth Security Council
Introduction
By far the largest civilization of Sol, The ESC existed as a union of Earth, Venus, and Mars. The latter two were controlled by the government of the first, though keeping proxy governments of their own on each. The logo of the ESC depicts this, with Earth at the center, being orbited by Venus and Mars, just as these two planets were dependent on the first.

Socialist Republic, though each region was allowed its own proxy government which took many forms based on the area, but were ultimately answerable to the ESC. All corporations, industries, and militaries had little independence, with their assets being subservient to the will of the ESC, and could be called into use at any time.

Origin
In the years leading up to 2040, Earth was rife with rebellions, revolutions, and terrorist attacks. These ultimately culminated in a majority of the world's most powerful countries willingly surrendering themselves to the rule of the UN, and reforming it into the ESC. When formed, the ESC quickly siezed all the world's military assets, using them to quell these vast and numerous rebellions.

Martian Civil War
Over time, the ESC moved to assimilate corporate assets across the planet, adding them to its rapidly growing military machine. However, a massive setback came in 2060, when Mars declared itself independent from Earth, and a major war broke out. The war raged not only on Mars between the militaries of the two planets, but also on other, outlying colonies which also saw their opportunities to rebel while Earth was distracted, as well as in the streets of Earth, with masses of people rioting over the war.

By 2065, the ESC declared victory against Mars, when in reality it had exhausted a large majority of its resources and nearly been driven bankrupt by the war. The people of earth were disatisfied, and the political situation unstable. Martian refugees had fled to form new civilizations in Sol, representing future threats. Many colonies had declared their independence from Earth, depriving the ESC of much needed resources, and many military groups had deserted to join these new civilizations or form their own bands of privateers or pirates.

Rebuilding
Despite the unstable situation, the ESC managed to remain in power through controlling most of the world's assets, and a major breakthrough occurred in 2072, when Martian senators were assassinated by anti-earth groups. Not knowing where else to turn, and facing a great depression of their own, the leaders of Mars called for the aid of the ESC once more. The ESC was able to establish a close partnership with Mars, and trade began to bolster both civilizations. By 2075, the combined forces of Earth and Mars defeated the dissidents, and a joint government was formed under the rule of the ESC once more.

Having regained their most important colony and the resources it offered, the ESC was motivated to begin expansion once more. This time, they set up massive mining operations in the atmosphere of Venus, establishing the Venus Advancement Corporation, which would rule over the colony until the present time.

Prosperity continued for the ESC, until 2082, when TVSI, formerly a major ship builder on Mars, withdrew all its assets from the ESC into Phoenix space. Many saw this as a blatant betrayal, an feared that TVSI had taken many ESC secrets with them into Phoenix territory. This discontent was combined with those of the Martian colony, who had felt cheated when the ESC took their opportunity to rule over Mars and set up their proxy government, but had now largely abandoned them in favor of the more successful Venus colony. Many Martian colonists begin to once again call for succession, and riots broke out in its colonies.

The Horus Movement
The following year, a radical political group began to gain momentum within ESC politics, pointing to these rioting colonists and the betrayal of TVSI as a sign of incompetence of the ESC leadership. They demanded military action, and called themselves Horus, which they viewed as a symbol of protection and stating, "If the ESC will not protect Earth interests, we will." The movement gained much momentum within the ESC military, and Many of Earth's major weapons manufacturers. In 2086, many Horus sympathizers infiltrated and bombed many of the dissident strongholds on Mars. Horus is believed to control much of the military by this point, so the Martian Senate does not seek retribution, as they feel they would be inviting their own death.

However, shortly afterwards Martian colonists, along with their sympathizers on Earth and Venus, form the Themis party - naming it after the god of Justice. Themis seeks to bring Horus to answer for its crimes, and the movement makes great gains among Earth's political elite, as many of them feel insulted and betrayed by Horus. However, with Horus controlling many military assets, Themis seeks no direct action against the group.

A break comes in 2088, when the Kestrel II Dreadnought propaganda broadcast by PFS of Phoenix causes fear among the ESC, which has no ship to match the Kestrel in size or firepower. Themis creates a tenuous peace Horus, based upon the fact that they both have a common and greater enemy to deal with.

In 2098, Jump Drives became more commonplace, and the decreased factor of transit windows in trade cause Mars's trade and industries to re-surge. Pleased with this new development, the majority of the Martian government signs over its new military assets over to Themis, hoping to one day eradicate Horus. However, Horus also makes gains during this time, based upon propaganda that the Jump Drive is a sign that now is the time to strike against the other civilizations of Sol.

Civil War
In 2103, Themis leaders, bolstered by their new military assets from Venus and Mars, as well as the gains that they had made politically in the last few years, take decisive action against Horus by declaring it to be a treasonous entity. ESC forces round up and execute Horus sympathizers.

Horus forces lashed out, performing countless terrorist attacks across Earth, and destroying many of its major shipyards. However, the majority of Horus forces fled Earth orbit, retreating to the Luna colonies. Luna would remain Horus' primary base throughout the remainder of the Civil War. It was from this base that Horus launched its attack on Hong Kong, which was completely destroyed in 2104.

The Civil War would wage for the next 4 years, ultimately leading to the death of the ESC.

The EDP is not any true Government, rather it is an agreement by many of the nations of earth to fight together, should Horus return to take the planet. Outside of such times of war, these nations remain sovereign and independent.

Origin
Shortly before the fall of the ESC, Themis reached out to the nations that were beginning to break away from its government. They desperately held on to alliances as best they could for the sake of combatting the Horus threat. However, Themis inevitably fell, and Horus won its war.

To everyone's suprise, Horus simply retreated as Themis fell, and never mounted an invasion of earth. Still, the nations of earth agreed that Horus would likely invade once more, so they agreed to unite under the EDP for the sake of protecting their planet.

The agreements and treaties laid down in the EDP are only active under an invasion of earth, specifically by Horus. Outside of these events, each nation remains sovereign to itself, and the EDP is not binding in any way. Should these events occur, the EDP states that each nation will cease any current hostilities with each other, and coordinate joint efforts with military, economic, and political resources until the planetary threat is eliminated.

It should be noted that while the EDP is the predominant pact, it doesn't even cover half of earth's population. For the most part, the post-civil war earth is highly fragmented, and much of it is isolated or steeped in anarchy.

In 2109, the EDP functions primarily to help patrol trade routes from any possible Horus interceptions, but is mostly relegated to anti-piracy duties. Although not every nation is a member of the EDP or even agrees with its stance, many respect it due to its duties here, which allow them in turn to trade and profit.

Eridani Union
Eridani first began as the Eridani Economic Union, formed by the nations of Poland, the Czech Republic, Lithuania, Nigeria, and Malaysia, along with several other corporations. Named after the star system Epsion Eirdani, its focus was on bringing wealth to its various peoples through riches found in the asteroids of the Sol System.

The first craft launched by the EEU was Nomad One, which left Earth orbit in 2035 on a 5 year mission to the Jupiter Trojans. Nomad two and three left the following year to construct small outposts for future missions. The EEU also advanced technologies in Mass Driver systems, using them to launch their spacecraft from Nigeria and Malaysia.

However, in 2040, the ESC siezed military assets across Earth, and EEU was placed under pressure to surrender its assets to the new government. Although they resisted at first, they were eventually forced to yield. The EEU managed to survive, but their operations became severely limited. Under ESC control, the EEU finished its colony ship for the Jovian system. It was renamed the Ascension by the ESC, and re-designated as a mobile station for Jovian orbit. The Ascension eventually would become the FarCloud Station colony. During this time, the EEU also made gains in radiation shielding technologies, and they established a station around Io.

Over the years, the EEU became increasingly dissident from the ESC, focussing the majority of their development away from Earth. However, they still maintained large amount of stock wihin the Earth market, and the ESC saw the EEU as a valuable asset, due to its large payoffs in the Jovian system. However, when the ESC was implicated in the disappearance of Martian trade vessels, the EEU began putting secret plans into motion to move many of these assets and equipment to hidden facilities on Io.

By the time the Martian Civil War broke out in 2063, the EEU protested against the ESC's violence, but was ignored. Peace protests turned to riots on Earth, and the ESC used military force to crush the EEU, and attempt to disband it. Having vastly strengthened its offworld assets by this point, the EEU officially declares its independence from Earth, and reforms into the Eridani Union (EU). They managed to resume trade agreements with Earth in 2069, after the Martian Civil War ended, and the ESC was rebuilding its strength after having exhausted much of its power within the conflict.

Around 2070, the EU began trading with the nearby CEU in the asteroid belt. This eventually turned into a formal agreement, and an alliance in 2090. The joining with CEU was primarily motivated to the close proximity of Phoenix, with its corporation states CDI and KUS also exploiting much of the Jovian resources, primarily on Ganymede. Although relations were initially peaceful between the two, the introduction and subsequent propaganda published by PFS upon their release of the Kestrel II dreadnought led to fear within the EU that Phoenix might one day try to claim the entirety of the Jovian system. As a result, they decided to join the CEU, hoping they could gain a defensive partnership should such events occur.

This alliance led to their war with Phoenix over Europa, when CEU's House Tokugawa began orbital bombardment of CDI's facilities on the moon. The war lasted from 2103 until 2106, when Eridani and CDI formed a formal agreement following the Phoenix/CEU treaty to share Europa and the rest of the Jovian System.

History
Pluto is the home world of the Foyans, a civilization that grew out of defiance of not going quietly into the night when they were abandoned by Earth. Instead, they fought for their lives, and built a massive underground city where they mined and created new and better technology. A government in the form of a republic was put in place, with limits on political member’s power and wealth (so as to prevent corruption of the government). The original colonists of the Pluto missions were mostly from Italy and the rest from European countries. This lead to an easier and more effective unity of the colonists, and this "Small Colony Lost in the Stars" began to grow and advance itself, becoming a stronger republic day by day. The focus of the colony was on two issues: sustainability and protection.

Sustainability
Foy was cut from relief aid fleets from Earth, because the Pluto mission had less promise and reward than Mars. This was especially true when Earth began focusing on containing the Martian civil war. With no new technology or fuel supply for their nuclear generators, the Foyans had to look to the moons and the planet itself for more uranium and a way to use more the uranium more efficiently. This need for better technology drove Foy scientists discover a new and abundant resources with hidden hidden properties, one that would become the missing link for a cheap and reliable Interstellar Jump drive technology.

Protection
Pluto is far and isolated from Earth, but that doesn’t mean it’s safe. The Republic begins to increase its navy and its defensive capabilities. The creation of the Foy System Shipyard [FSSY] helps in this task. The [FSSY] are the backbone of the Foy Republic, and create the vessels and defensive stations for the navy. The majority of Foy ships are small, nimble spaceships that work as part of larger wolf-packs. The packs overwhelm the enemy with numbers, speed, and complete surprise thanks to the newly developed Jump Drives.

With these issues addressed and continually improved upon, and now with trade with the Phoenix Republic and its partners, the Foy Republic has been given a powerful and much needed lifeline to continue its growth and stability in the Pluto system.

Origin

Present
Following the coup, Anselm declared himself ruler of Horus, and took on the title of Lord Admiral. He recalled Horus forces into Luna and Olympus, suspending all military operations and entering into a time of rebuilding. For now, peace has remained within the former ESC systems, and Horus has largely continued to keep to itself.

Horus does communicate with Earth, fostering relationships with new nations that share their ideals, or attempting to place those ideas in other rising nations. For the most part, these movements remain minorities, as much of Earth's population hates Horus for their many bombings in recent years. Horus continues to support any who would join them with resources and the promise of protection and independence, showing that they have switched their expansionary tactics to a much more subtle and political game than before.

On Mars, relationships with Horus are a bit more tenous, as they take a very defensive posture on the borders of Olympus and the rest of their region. No fighting has occured since the Third War, but Horus has made their territory known, and locked it down tight. They continue to build fortifications along the border, building up to fight any possible incursions of the future.

The Confederacy is a mixture of several smaller nations and movements, all working to liberate Mars from both (formerly) the ESC and Horus. They currently remain united under the rule of a council, headed by General Nadia.

History
During the Third War for Mars, the RIA, who had had agents stationed on Mars for many years already. They began working to replace rising warlords, and hoped to unify their movements into a new faction that would threaten both Horus and Themis, and throw both of them off of Mars.

By 2108, Colonel Zarkov of the RIA had assembled a new, unified faction known as the Martian Confederacy, under the proxy rule of General Nadia, formerly of the Martian military under the ESC. They secured their hold in the northern-most region of Mars, with the Swordfish city as their capital. From here, Zarkov sought allies to continue his front.

Back in Ceresian space, the RIA contacted Amphion, who also had deep roots on the red planet. They entered an agreement with the corporation, that they would allow it to take its former facilities in the new Martian government, if Amphion would help to fuel their advance. Amphion agreed, and quickly began taking up supplies, as well as taking over its former facilities within Confederate territory. New Amphion productions allowed the Confederacy to fuel its military industry, as it slowly built up the forces for frontal assaults on the Terrans.

The Confederacy began to push Horus back into their current province of Olympus, but before they could make a final push, the Phoenix Republic called back its Intelligence Agents, and abandoned the efforts on Mars.

Present
Zarkov himself, and many of his agents went rogue, and currently helps Nadia in maintaining order among the confederacy through intelligence operations. Under him, MI, or Martian Intelligence, was established and continues to privide this service in a structured manner.

He also continues to negotiate on behalf of Phoenix towards the Confederacy, but its people largely hold a grudge against the Republic, and refuse to make any trade deals with them. Instead, their primary contracts and trade go to Amphion, who has continued to support them throughout their rise to power. In turn, Amphion has benefitted from reclaiming its own Martian facilities.

The Confederacy is currently building up military forces, and negotiating with the fractured nations of earth to attempt to make one final push against Horus, and liberate Mars once and for all.
Privateers, Pirates, and Otherwise
FarCloud Station
Originally begun as a project under the EEU, the union was forced to abandon all rights to it when the ESC took over in 2040. They continued with the launch of the Ascension, however, and gas mining began over Jupiter in 2042. In 2044, the focus on the colony began to switch to Europa, where orbital mirrors were installed to melt away ice on the moon.

FarCloud became a major point for early terraformation research, with the long term goal of establishing an equatorial ocean from the melting ice, and several research facilities were placed along the moon. FarCloud reached a peak around 2050, with large amounts of trade and Hydrogen being sent back to Earth, while many of Earth's brightest scientists came to the station to research terraformation. The station was even chartered as an independent colony in 2052, and gene seeding of the oceans began the following year. By 2056, scientists had successfully genetically modified Barracuda and introduced them into Europa's oceans, where they began to flourish.

However, when the Martian Civil War broke out, FarCloud suffered greatly as Earth turned its attention to the conflict, neglecting the outlying group of scientists. The colony entered a food crisis, and was forced to turn away refugees fleeing the war. However, MDN corporation had been maintaining operations in the Jovian system over Ganymede, and began housing these refugees instead. MDN would eventually become CDI and join Phoenix, where new trade routes were opened with Titan, and Ganymede began to serve as the gateway into Phoenix society. The prosperity eventually affected FarCloud, and it gained a partnership with CDI during this time. Many of the early CDI and KUS settlements on Europa were done in cooperation with FarCloud and near its facilities, but this would also mean that they became collateral during the following Europa Conflict. By the time the conflict ended in 2106, FarCloud had suffered irreperable damage to many of its facilities. The remaining scientists were assimilated into CDI, and the colony ceased to exist.

Red, Green, and Blue
While Earth was suffering major crises in the years leading up to 2040, the engineers of missions sent to the asteroid belt were no different. Many of these had either declared independence from Earth by this point, or simply been neglected in the midst of political turmoil.

A major food crisis broke out, and these engineers began to form their own groups, shedding their national ties and forming a rather unoriginal RGB trichotomy. What resulted was essentially a cartel system, with groups holding more food holding power and influence over others, and warring against their rivals.

The RGB wars reached a climax in 2046 when Green was all but destroyed. Much of the conflict began to die back down after this point, though raids continued from all sides, including survivors from the Green faction. Many members of Red and Blue would later go on to form the CEU.

Privateers & Pirates
Pirates have been a constant throughout Sol ever since space was commercialized. Multiple cartels, gangs, and even civilizations have risen and fallen over the years, outside of the politics dominating most events. Most pirates reside in the asteroid belts, as either rogue groups of pilots from ESC trade routes, militaries, or left over malcontents dissatisfied with the CEU's relative peace brought to the belts after the RGB wars.

Against pirates, there have always been groups of privateers, often having been formed by Earth or Martian military groups dissatisfied with their governments' ability to react effectively. Many of these groups went on to form their own bands of vigilante-style bounty hunters, mercenaries, and private military or police forces. A major boost to the number of privateers occurred around the Martian Civil War, when numerous military leaders of the ESC rejected their orders to bombard Martian Civilians, and deserted. Knowing they could never return to Earth for their treason, they established their own groups. Another major boost to these populations occured during the Earth Civil War, when many fleets defected from the ESC or Horus militaries to pursue their own agendas. Trade with Phoenix, CEU, and other civilizations has managed to keep some alive, while others have died off facing the harsh and unforgiving reality of space.

In 2109, Earth serves a hive to many privateer fleets as well as pirates. As the planet is now extremely diverse, its myriad governments represent a large spectrum of ethics, and therefore earth space is often dangerous to those without an escort. Privateers capitalize here on the private military industry, while pirates thrive on those unable to afford such luxuries.

Shivan Empire
History
Around 2047, a joint project between UK and Indian space agencies was started, and named Daedalus. Project Daedalus was a mission to harvest the outer reaches of the solar system, building what eventually became Shiva City. Once built, it was sent off on its maiden voyage. As the voyagers sent out on an intercept course for Pluto, they eventually found themselves sucked into a wormhole that they did not notice until it was too late to pull out. On the other side, they found a new, virgin system untouched by mankind.

This new system, which they named Shiva, had 19 planets. Among the planets were five Gas giants, of which the biggest, called Sathanas, dwarfed Jupiter in comparison, and sat out at the furthest reaches. Most of the planets were constantly bombarded by astrological debris and asteroids, resulting in most planets being rich in exotic elements. Only one other planet was like earth, but it was also the size of Neptune and CO2 was too high to be habitable. However, this planet was later terraformed to support life and named Shiva Prime. The rest of the planets were mostly barren rocks, dust or ice balls, with one planet coated in a thin skin of gold. Shiva Prime is the only planet with out a moon, though 3 of the planets orbit Sathanas.

Upon settling down on Shiva Prime, construction crews originally thought they were meant to build harvesting facilities, but instead they found themselves building a city. The primary ship of the Deadalus expedition was gutted, and production facilities were dropped to the planet. Over the next 15 years, they rebuilt their space vessels and explored the Shiva system. Population exploded and a new society rose. Eventually the populace became divided between those that believe they were forgotten, The Lost, those that believe their God sent them here as punishment, The Repenters, and those that wished to call Shiva home but still regain contact with Sol, The Shivans. The Lost and The Repenters became the largest of the factions, leaving the Shivans outnumbered.

Political infighting quickly turned to outright war. Cities became battlefields and the sky a hellstorm. The Lost launched a mighty offensive against the Repenter's HQ, the first city. It was a chilly winters morning when the fires began and the battle ensued. The battle raged for 4 days, and by the end much of the city had been decimated. Missiles and rockets occasionally darted through the air only to stop with a pop and bang. Smoke billowed up forming a swirling cloud above the city. Gunshots rang out through the streets. Finally, in a moment of quiet where the non-combatants cowered and skulked, trying to survive, a deafening roar of a hundred air horns bellowed out, visibly shaking the cloud. An entire fleet descended from the smog, ominously hovering over the city. A voice boomed through the atmosphere, "Warring factions, This city, this planet now belongs to us. Surrender immediately to the Shivan Empire or be duly punished!". Silence fell and fighters on the streets and in the buildings disarmed as thousands of small landing craft deployed all over the city.

An accord was reached the next day. The Shivan Empire was born and fully formed. Lead by a council of Political, Religious and Military leaders, a doctrine of duty was enforced among the populace. Currency was disposed of, instead the people were given what they needed. They would all work and live for the good of the Empire.

Several years later, in 2091, Shivan sent an expedition back through the wormhole in an attempt to re-establish contact with the Sol system. They found themselves encountering a mysterious force, but unable to make contact with it due to gravitational disturbances. As foreign drones swarmed around the pioneer ships, they broadcasted a frequency on short range transmitters. Tuning in, the Shivans were greeted by a man who identified himself as Grand Admiral Tyruss of the Neptune Colony Fleet of the Phoenix Republic. After a few cursory inquiries, the two agreed to meet each other on peaceful terms, sparking the beginning of an Alliance between the two civilizations.

Recent Politics
Phoenix and Shivan exist in peace, although a tenous one at times. Shivan was granted an embassy within Phoenix space, which is currently in orbit around Titan. Phoenix also offered up Neptune as a peace offering, allowing Shivan to take their first pick of places to mine or colonize. In exchange, Phoenix is granted free passage through the wormhole into the Shiva system. Within Shiva, Phoenix operates several mining operations, primarily on the gas giants, taking advantage of the readily available and untouched exotic resources of the system. Several Phoenix universities and research corporations made for the outer rim of Shiva, where they set up observatories to study the new star and constellations available to them. Those of the more religious population of Phoenix saw themselves with a new missionary opportunity, and sought out the Repenters (a group that had retained some rebellious sects after the formation of the Shivan Empire), seeking to persuade them that God had not forgotten them, and their reconnection with Sol was proof of that.

Back in the Sol system, Shivan and Phoenix both set up listening posts and fortresses around Neptune to monitor wormhole traffic as well as study its properties. Today, the militaries of both factions often take part in joint-training operations around the gas giant, sharing their various tactics and methods with each other.

Disappearance
In late 2105, the civilization unexpectedly cut its ties with Sol. All forces from Neptune were withdrawn, and trade routes with Phoenix were closed. Many Phoenix traders and the like went similarly missing during this time, with no further explanation.

Under recommendation of Republic Intelligence, the Phoenix Senate moved much of the Navy to the Shivan wormhole and Neptune outposts, in order to guard against any possible hostilities arising from this. This weakened Phoenix's front in the Europa Conflict, but the Senate found the maneuver to be a necessary precaution, in order to guard against a war on two fronts.

Historical Background
Initially settled in 2043 by castaways from the Chinese colony ship Chiyou, the Uranian Confederation (U-Con) is comprised of seven provinces located on the Uranian moons of Titania and Ariel. The provinces have near-complete autonomy in managing their own internal affairs, but share a joint governing body, the States-General, that allows the provinces to address external matters in a coordinated manner. The Titanian provinces are Han, Kansai, Lotharingia, and Minato; the Arielian provinces are Darkhan, Takhar, and Rostov. The capital of the Confederation is located in the largest Lotharingian habitat of Nieuw Aachen.

The initial colony of Han was founded in response to a crisis that occurred aboard the colony ship Chiyou. As it neared the outer edge of the solar system while en route to Tau Ceti, an accident that damaged the ship's cryogenic systems necessitated a reduction in the complement of colonists to ensure the survival of the majority. A small group of "volunteers" was awoken, given the bare minimum necessary to survive, and effectively marooned on Titania. In defiance of those they saw as having betrayed them, they named their colony after the second Chinese dynasty, which had succeeded the preceding, heavy-handed Qin dynasty.

The colony's early years consisted of merely attempting to ensure survival. Mortality among the inhabitants was high, and immigration nonexistent until 2063, when refugees fleeing the unrest centered around Mars began moving en masse into the outer solar system. Over the course of the next four decades, first Titania and then Ariel offered a place of refuge for many seeking a quieter, less politicized life off the beaten track. The six other provinces developed initially as settlements for newly arrived ethnic or cultural groups; as time passed and ties between the provinces grew closer, the distinctions between the groups eroded to the point where their origins are now matters of historical curiosity.

Amicable relations between the provinces did not develop immediately, however. There was a brief but fierce conflict between Han and Kansai in 2065, and another, more protracted dispute between the Titanian and Arielian colonies in 2068-70. In both cases, the resolution of the conflicts brought about closer relations between the involved parties. The Uranian Confederation was founded in 2073, with the public announcement of the Uranian Articles of Confederation and an explicit rejection of EarthGov's authority. The provinces had been dissatisfied with EarthGov's treatment of them since their unceremonious abandonment on Titania, and the unopposed institution of Phoenix Fleet System's privateer force had convinced the provinces that an open expression of this would be successful. They reasoned that if EarthGov was unwilling to carry out operations within the Saturnian system, they would be even less likely to strike further out.

The colony's population was initially predominately Chinese, though the EarthGov-mandated cultural diversification meant that a sizable number of other ethnic groups were present from the beginning; the foundations of the later provinces of Takhar and Rostov in particular were present from the beginning. Immigration over the ensuing decades has resulted in a cultural and ethnic mish-mash which can only be described as "vaguely Eurasian;" while cultural and ethnic enclaves do still exist, the majority of the population does not accurately fit any previous classification, and is regarded as belonging to its own subgroup. The official language is English, by virtue of being at least partially familiar to everyone; while the birth tongue of many is another language, the great majority of the population is at least functionally bilingual.

Overview
The three largest Titanian provinces are principally located underground; the second wave of settlers discovered that between the moon's icy mantle and inner core lay a zone of liquid water, greatly facilitating population growth. The majority of the population lives in submerged habitats attached to the underside of the mantle; access to the surface is provided by four (soon to be five) massive elevator shafts, leading to smaller surface habitats, which contain the provinces' ports. The presence of liquid water enables the use of aquaculture on a large scale, and the provinces of Han, Kansai, and Lotharingia produce the vast majority of the Confederation's foodstuffs and other products dependent on organic materials. A number of gene-modded aquatic terrestrial species have been released into Titania's subterranean oceans, and are slowly expanding their populations, although fishing of wild species is still heavily regulated. Submarine mining operations at the bottom of the liquid zone allow these three provinces to also produce a modest amount of metals.

The province of Minato is wholly located on Titania's surface; as it has not spent resources securing space below-ground, it has been free to expend more effort on port facilities, giving it the greatest capacity for trade of all the U-Con provinces. Most traffic bound for the other provinces arrives first at Minato, and is then transferred to other ships. Minato has profited greatly from moving food and industrial materials between the Titanian and Arielian provinces.

Ariel's mantle is thinner than that of Titania; this, combined with the lack of a liquid layer and the associated logistical difficulties, means that the three Arielian provinces supply the majority of the Confederation's mining needs. Nearly all material mined on Ariel is also processed there before shipment elsewhere. Easy access to the refined materials necessary for production has led to more than half the Confederation's industrial capacity being located on Ariel. While this industrial clout does give the Arielian provinces influence within the States-General out of proportion to their population, it is also balanced by their heavy dependence on the Titanian provinces for food and medical supplies.

Foreign Policy
Many of those initially marooned were political dissidents that had been selected for the mission to Tau Ceti to allow the Chinese government to rid itself of undesirables while simultaneously bulking out the Chiyou's complement. Because of this and the later influx of refugees, the Confederation has always been highly wary of EarthGov, and has a generally favorable view of the members of the comparatively nearby Phoenix Republic.

However, the principal goal of the Confederation with regard to foreign policy is to avoid domination by other polities, and it feels this is best achieved by avoiding foreign entanglements, not attracting too much attention, and not allowing itself to be drawn into any other faction's struggles. The Uranian Confederation values its neutrality very highly, and barring extraordinary circumstances is likely to remain on the sidelines in any conflict.

Although they are not averse to turning a profit arming combatants, the Confederation makes sure to sell to nearly anyone to avoid the appearance of choosing sides. This desire to encourage trade has also led to very lenient regulation regarding what can be traded in Confederation space, helping somewhat to offset its distant location. However, this leniency has also encouraged a large number of undesirables to frequent its space; anti-smuggling and anti-piracy operations are common among the provincial fleets, and the seedier areas of Minato are best avoided by tourists.

History
The VAC was originally established as something of an alternative to the tumultuous Martian colony. While Mars had become an industrial marvel, it was also marred by political unrest, and suffered due to unfavorable transit windows in the pre-warp era.

As a result, the ESC established the VAC to become a financial boon to their empire, and be a symbol of the prosperity that colonies that follow earth wholeheartedly could enjoy. Indeed, for many years the VAC was priveledged, and even rivalled Mars in its prosperity and technological advancement, even though it remained vastly smaller in population.

The corporation took on a much smaller military focus compared to Mars, and focussed more on research, civilian technologies, and even terraformation research. In this way, it continued to gain investments from the scientific community, and served as a beacon of progress as it slowly began transforming Venus' atmosphere.

This time of prosperity was not to last, as the Earth Civil War eventually broke out in 2103, and the financial resources required from the VAC began to bring it down. It also lost much of the investments that it had enjoyed before, due to the now complete focus of the ESC on defense.

Eventually, the corporate government of Venus was forced to reduce the production of goods by 15% due to fiscal troubles.

At this time, the ESC was getting increasingly desperate, and in what many perceived as a violent overreaction, but in what was in reality a reflection of the ESC's precarious economic state, Themis sent ships to Venus to force the corporate leadership to the table. A dominating equatorial orbit was established over the planet, and a delegation was sent in to negotiate. During a long pause in the talks, a group of ships belonging to the Venus Advancement Corporation warped into the path of the fleet on a routine cargo transfer. On edge, and commanded by green political admirals, several ESC ships opened fire - ripping through the merchant vessels.

When the corporate leaders heard of this, they immediately broke off negotiations, pushing the Themis delegation out of the room and locking down the facility. Desperate to regain control of the planet, Council Intelligence cut through military channels and ordered the atmospheric cities bombed until they fell. The fleet suddenly erupted into chaos as it split between captains that refused and those that turned to carry out their new orders. Violence erupted within the hulls of several ships as mutineers- some with relatives on the colonies below- turned on their Themis officers.The battle was over in minutes, as loyalist ships turned and burned Earthward when suddenly finding themselves fired upon.

The Venusian Terrestrial Guard forces, with their newly defected complement, readied itself for a desperate defense against the inevitable ESC reprisal. Half a year later they would find themselves still waiting.

Present
Today, the VAC has begun to rebuild from the Themis attack, but also has struggled to adapt to being cut off from their sole and major benefactor, the ESC. As a result, they have opened up to trade with almost anyone willing to give them an offer, so long as it seems favorable for them in the long run. They currently maintain trade deals with several of the new nations on Earth, the Martian Confederacy, and even outer systems like the CEU, Phoenix, and U-Con, who all in turn benefit from their organic compounds and terraformation technologies.

Venus itself is still in the process of being transformed, as the process takes many years and was halted during the Civil War. In 2109, the upper atmosphere is breathable, but anything below remains toxic and too hot for human life.
Resources & Trade
For every civilization beyond earth, trade is utterly essential to survival, and as civilizations grew, this truth became increasingly more apparent.

Below is a brief overview of some of the major resources and trade agreements of the civilizations:

Phoenix

Major Exports: Nitrogen, Hydrogen, Methane
Major Imports: Silicon, Nickel, Copper, Silver, Gold
Major Technological Advancements: Fusion, Plasma, Cybernetics
Major Trade Agreements: CEU, Foy

Being based around Saturn, and with CDI and KUS around Jupiter, Phoenix has a massive market for gas resources. This comes mostly in the form of Hydrogen, but gas mining on Titan also produces massive amounts of Nitrogen and Methane exports.

Due to a shortage of Uranium, Phoenix pursued Fusion power more than the inner system civilizations (even though fusion was introduced on earth in the early 21st century). This allowed them to sustain ships and civilizations based on Hydrogen to Helium fusion power. Plasma became another popular alternative in the later 21st century for Phoenix, where it was used both for spacecraft propulsion and power sources.

Another technological export of Phoenix comes in the form of cybernetics from the HLF corporation. While military augments are kept entirely at home, civilian augmentation is still a popular trade with other civilizations.

Phoenix's major exports are gaseous resources, which is often traded to the Ceresian Alliance in exchange for heavy metals. To the outer system, Phoenix sometimes re-sells metals, but their primary export is fusion technology to civilizations like the Foy Republic.

Phoenix used to capitalize on the ice market, but after the Europa conflict allowing the Ceresian Alliance shared access to the resource (supplemented by their asteroid ice mining), the Ceresians no longer needed to trade for the resource, and the resource quickly lost its value.

The main import of Phoenix comes in the form of heavy metals, which are produced primarily by the Ceresian Alliance.

Ceresian Alliance

Major Exports: Uranium, Nickel, Copper, Gold, Silver, Silicon
Major Imports: Nitrogen, Methane
Major Technological Advancements: Jump Drives, Bioengineering
Major Trade Agreements: Phoenix, Foy, U-Con, ESC Black Market

Being closer to the sun than the other civilizations (besides Earth), the CA was able to capitalize on its higher abundance of heavy metals, especially Uranium. Unlike Phoenix, this meant that the CA continued in fission power for a longer period of time, choosing to explore fusion more as trade became more common with Phoenix (and thus their technology and hydrogen resources).

The main technological market for the CA comes in the form of Jump Drives, where they were the first and most successful pioneers within Sol. A trade existed with Phoenix in exchange for fusion technology for a short time, but this quickly deteriorated after the relationship was sabotaged by House Tokugawa. Phoenix then found Foy, and began receiving the Jump technology from them.

After Europa, the CA became self-sufficient in regards to ice. Today, their main imports come in the form of gaseous resources from Phoenix and the Uranian Confederacy. KUS of Phoenix profits majorly off of this trade, where they are the primary transporters of gas from Phoenix into the CEU, as well as the transportation of heavy metals back into Phoenix space.

House Magoro of CEU in particular has a major interest in the Nitrogen resources that Phoenix offers, which it uses for soil and its many biological projects.

CA enjoys a massive market of heavy metal exports, and maintains this trade with Phoenix, the Uranian Confederacy, and the Foy Republic.

Uranian Confederacy

Major Exports: Hydrogen, Helium
Major Imports: Silicon, Nickel, Copper, Silver, Gold, Uranium
Major Technological Advancements: Missile Guidance Systems
Major Trade Agreements: Ceresian Alliance, Foy

The U-Con's primary exports come in the form of gaseous resources, which it trades to both the CA and the Foy Republic. Hydrogen is the most abundant of these resources, which caused U-Con to pursue fusion in a similar fashion to Phoenix. Some trade has existed between these two factions in the past, but since U-Con has few resources that Phoenix needs, their resource trade has been very minimal.

However, technological advancements by WMI, a weapons manufacturer within U-Con, has allowed the Confederacy to capitalize on a lucrative market for advanced weaponry (primarily missiles), which were in high demand by both Phoenix and the Ceresians during the Europa Conflict.

The primary import of U-Con is heavy metals, which comes from the Ceresian Alliance.

Foy Republic

Major Exports: Ice (formerly), Marines and Military Training Programs (Phoenix)
Major Imports: Silicon, Nickel, Copper, Silver, Gold, Uranium, Helium, Nitrogen
Major Technological Advancements: Jump Technology
Major Trade Agreements: Phoenix, U-Con

Foy's primary resource has been ice, where it has an over-abundance of the resource. Unfortunately, in later years this has caused them to struggle, as ice became more common as trade and mining of it increased between other civilizations. However, their advancement of Jump Technology became a major boost when they came in contact with Phoenix, which quickly set up trade agreements in order to gain the technology. This allowed Foy to gain advanced fusion and plasma technology, which allowed them to put their massive amounts of Hydrogen to good use.

Jump technology was also traded to the Confederacy, but less so than Phoenix. In recent times, Foy's primary benefits have come not from trade, but from service. Foy Marines were a valuable resource to Phoenix during the Europa Conflict, and continue to be heavily integrated into the Phoenix military. In exchange for soldiers and training programs, Phoenix passes on many of its heavy metals from the CA, as well as its gaseous resources.

Earth Security Council

Being entirely self sufficient between the three planets of the ESC, Earth never sought trade agreements with anyone. These circumstances endured for many years, boosted primarily by rampant nationalism and socialism, as well as grudges against the outer system civilizations that have broken off from Earth in the past.

Some corporations of Earth have sought to trade technologies with the Outer System, but such trades were heavily taxed to the point of being nonviable. This led to a massive black market trade to and from Earth, which most often took place between the Ceresian underground.

With the fall of the ESC in 2108, numerous governments rose to power on Earth. Some of these continued their isolationist ways, while others opened up to trade with the outer systems and each other. Today, earth is poised to become a center of much commerce with Sol, and is already home to many privateers and pirates.

Similarly, the Venus Advancement Corporation and Martian Confederacy, with their separation fromthe ESC, opened up trade to the outer systems. The Confederacy primarily works alongside Amphion and by extension the CEU, but holds a grudge against Phoenix for pulling out during the Third War. The Venus Advancement Corporation trades freely with whoever will allow it to turn a profit and support itself, though it avoids any groups with similar goals to the ESC or Horus.

Horus maintains many of the isolationist ways of the past, but has found the need to open itself up to some trade, primarily in organic materials, since they are based on Mars and Luna only. Horus mostly trades with factions on earth who are sympathetic to their cause, or hold similar ethics. They continue to foster these relationships in hopes that one day they might use them to take back earth.

Thank you for the added info on the U-Con. That makes perfect sense for their situation, and really reinforces the "Proud Merchant Race" theme I wanted for them. I'm going to have to work something into the lore of my ships to establish that one reason they want to maintain neutrality is so they don't imperil military/industrial imports that they can't get themselves.

Surge and I have been planning to make a separate guide for CEU when he finishes his lore for the 5 houses. At that time, CEU will be taken off this guide, (with a link to the new one remaining), and we will include the corporations that are a part of it. Eridani and Amphion are on this guide because they are more separate entities, but since AAi is part of CEU, we were saving it for then.
