Just a little picture-supported description of how to screw this guy the right way.
Step by step.

(red arrow = moving / green arrows = shoot a crash bomb)

- Right after the battle starts, use a jump-placed Item-1 (start it right above the ground) and ride it to the topmost enemy, get off to the right and crash (1) him after Item-1 vanished.

- get down a platform, shoot the breakable wall to the left (2) and the enemy behind it (3).

- The guy to your right is an easy shot (4).

- Jump to the right upper corner, get down and kill Blinky No. 4 (5).

- Get back up using Item-3, then drop to your left right to the ground and get your last two shot for the lowest breakable wall (6) and the last Blinky right behind it (7).

7 Shots, no more ammo.

Dodging while doing this procedure is quite tricky, but it is easily doable without using an E-Tank.

I put the Crash Bomb between the 1st lamp and the wall. The explosion destroy both of them. The rest of strategy is still valid!
Result: 6 Shots, 1 more ammo.

I find it easier to shoot the blinky in the centerish of the room second. The reason being is that it's easier to stand in the center of the room and dodge when it is not there, since the attacks shoot toward your location. It gives you more time between the time they shoot and the time you have to jump and clear them, making it more likely you can clear them. You can stay in this position and dodge while taking out the blinky behind the cage on the left. I think like to drop down and get the one in the bottom right before going for the one in the center right, because again, it's easier to dodge when you're down here. If you go to the one on the right above it first, it is impossible to dodge if the one below fires during that time. You have to consider the trajectory of the enemies. If you do it this way, it's pretty easy to clear the boss with only getting hit 1 or 2 times, even no damage if you're really careful with dodging.

This Mega Man Legacy Collection vanishes Mega Man a lot in this room, and at the Mecha Dragon boss, where there is heavy graphical break-up on Mega Man. I found it helpful to switch back to the default weapon (P) so that a weapon energy meter is not displayed.
