Recently discovered this is not true, fortunately...

Finally gave up and talked to Oscar, who dropped the key but not the Estus Flask. Later, back at Firelink Shrine, I noticed the chest behind the pool was closed...

Opened the chest after getting all the other achievements, and the Estus Flask was inside. Hooray! :) Except somehow it didn't count for the achievement, had to make a new character. :)
