The easiest way to get the cyclops out is using a terraformer. Spawn bits of terrain next to it and watch it either slowly budge away or fly 30m up.

I spent about an hour trying to push it with the seamoth and ended up getting it more stuck (this video was made after trying to free it). The reddit suggested I dig out the sand beneath it, which is something I didn't think of, I just restarted the game without saving, lol.
