and If you are a crazy skilled enough pilot like I am, the silent running strategy is not neccessary. Come out of super cruise inside the orbital path of a station so you are relatively in front of a station's 'letterbox slot' when you drop out of SC. And simply fly like a crazy person at full speed into the station long before any sec ship has a chance to scan you. (Of course request docking asap). They can't scan you once you enter the station. I rarely get scanned this way.
Also time your landing gear deployment just before you enter the slot so your ship has time to slow down and you dont end up pancaking into the opposite end of the station :P

That's correct. You re-buy the cargo close to the stations to maximize your jump distance and minimize your risk.
