Compulsory Voting must be turned off.

Requirements:

Bad policies:
Any policy that fights poverty
Import Tariffs
Budget Balancer
Have a surplus for 5 years straight

Having low expenses and high income is the best way to get this.
Cabinet Government
Have your ministers with you for 6 years

Tips:
Do not fire any ministers unless it is very early on.
Ministers must sympathise with happy voter groups, happy groups will have a green bar next to them.
You must also win 2 elections to last 6 years.
Crime Free Utopia
Have crime and violent crime at 0%.

Military State requires 8 turns of >80% military police, and military spending > 25% of total expenditure instead of 50%

The only thing i can add to this is for the No Crime Utopia achievement I only had Police Force, Intelligence, and Armed Police at max or close to max and the achievement popped in the first 3 years.

At the present you need 100% Agrar population for the achievement Agrarian Society. Tested just now.

@HammerTime I just got Apathetic Electorate in Democracy 3 Africa as well. Use the policies to decrease the voters from either your party or opposition. If someone is neutral about your governance, they won't turn up for voting. So, if too many people are turning up, either create policies that your supporters dislike or policies that your opposition likes.

@HammerTime Create a new game and set your political apathy to 100%. Make sure all of the groups neither like or dislike you. With luck, more than 50% of the voters won't turn up and the ones that do vote for you.

I finally got the Apathetic Electorate achievement. You actually need to win 2 elections in a row with less than 50% of the voters participating.

The description for Apathetic Electorate is wrong. I've won at least 5 elections in a row with less than 50% of the votes.
