The video event FX menu is gone. The pan / crop command does not work. How to fix it.

Does anyone know how to, Using STEAM POWERED VERSION, to insert Projects into another?
Because the only solution I've found so far is to use two running instances of Movie Studio, which is impossible in the STEAM version.
And I am not going to recreate the endplate for every video I make.
I could try saving the template as an "empty file" for projects, but I prefer inserting them to prevent myself from the constant confusion of extra objects.
