Introduction
Edit: Not sure if this works anymore, but according to people in the comments, vjoy seems to work way better, so try that instead :)

If you ran into constant framerate stuttering every 2 seconds or so while running around, this could fix your problems.
I am actually using this fix since the Steam release of FF13 last year, but seeing that still so many people struggle with the (not so) few hickups the PC-Port has, I decided to give you a quick guide on how to improve your gameplay experience by prioritizing the executable for FF13.
This also works for FF13-2.
Getting started
  • Start the game normally through Steam.
  • Click on "Start Game" in the launcher.
  • Skip the intro and wait until you are at the title screen.

Further steps
  • Press "Alt-Tab" on your keyboard to get back to your desktop (Don't close the game!).
  • Open your Task Manager. To do this, simply right click on your taskbar and click on "Task-Manager" (obviously).
  • Alternatively, use the Process Explorer[technet.microsoft.com].
  • Select the tab "Details" on the right.
  • Now look for "ffxiiimg.exe". This is basically the executable for FF13(obviously).
  • Right click on the exe, select "Set Priority" and choose "Realtime".

Note: If it constantly jumps back to "high priority", try running "Process Explorer" with admin rights.

This will essentially focus your CPU and all of its cores on the game.
I don't really know why the stuttering appears in the first place, but it has to something with FF13 not using enough of your processor's power.
Results
  • Close the Task Manager and Alt-Tab back into the game.
  • Start a new game or press "Load Game" to see if it helped.
  • If done right (and you are lucky), the stuttering will be gone and the game will run a lot smoother overall.
Important Note
This does not change the priority of the exe permanently.
Everytime you start the game, you need to change the priority of the "ffxiiimg.exe" to real time again.

If you want to change priority permanently, consider checking out This Site[www.raymond.cc].
However, most of these programs won't work under Win10, so I can't get them to work at the moment :(

Just plug in a controller & the framerate will smooth out. The glitch seems to stem from the program constantly searching for controller input

Didn't work, the game continues to freeze every 1.5 seconds like clockwork.

I really NOT recommend to put any game in "Real Time" !
It will no break your PC but it can cause many issue on other proccess, like driver, sound etc, that can then affect back the game, make the game crash, etc, because the CPU is too mush focused on the Game.

don't do that, or just in "more than normal", or "high" if you really want to try/need.

Avoid Real Time !

I'd recommend the vjoy driver fix the below comments mention - that fix worked perfectly.

This fix did nothing for me but I found an old thread with a fix that removed it completely.

To fix the issue plug in a controller, you can still use the keyboard and mouse. Apparently the terrible port searches for a controller every 2 seconds and this is what causes the stutter.

Why would you recommend such a destructive piece of advice such as setting the game process priority to realtime?
