In my opinion, this is the best modern building tutorial out there ( TUTORIAL ). It weighs between general model construction and modifiers very well, giving examples of practical procedures. This tutorial might be slightly too advanced for some users, but this is the one that got me going. (Whether you build the streets or the buildings first is up to you. I find that making the streets around the buildings is easier.) Hope this helped! n_n
