Lag Fix
There are a variety of ways to fix lag on black ops 3.

Automatically black ops 3 beta is set to low priority on the CPU. This means that everything else on your PC is at a higher priority and your CPU is not dedicated to the game. This means that your game is not getting the amount of CPU usage needed to run the game smoothly.

I fixed this problem by installing process hacker. Click download and select installer. Your download should start and once its finished open the program.

http://processhacker.sourceforge.net/

On this program, when you install it and open it up, make sure black ops 3 is running. After doing so, right click on the black ops 3 process and click affinity. Make sure that all your CPU cores are assinged to it. After this, right click on it again and select priority, change this to high and click on save to blackops3.exe.

Make sure that process hacker is open every time you start black ops 3, and it will automatically make it run at a high priority. You cannot change it via task manager because it changes it back straight away, so this is one of the easier ways of getting black ops 3 to run at high priority.

There are settings that you can also fiddle around with in the game, to set it to your standard. I have seen another guide somewhere saying turn on VSync via your Nvidia control panel. Do not do this at all. This is what causes a lot of lag and keep randomly capping your FPS to lower than needed, so make sure you have not activated this.

Make sure to set your max fps to the same as your monitors HZ, and don't leave it to unlimited. Also make sure sync every frame in the options is not selected.

After doing these tips, the game should not lag and you should overall get a smooth running game. The game is in beta so expect some issues, but this should sort out the main lag issues.
Mouse Input Lag Fix
To start, you need the mouse to just be using raw input. You can do this by going into the control options, and changing your mouse acceleration and mouse filtering both to 0. This will mean that there are no added movements to the mouse when you are moving it, so the game only detects the speed you are using it at. Which means for more accurate mouse movement.

The main thing that worked for me was turning down the scene resolution ratio. Originally it was 1.00 and I turned it down to 0.75. The smoother movement is very noticeable now, and a lot smoother. This will vary depending on what PC you have. But turning this down until you can feel smooth mouse movement is probably one of the best ways to fix the input lag.

Conclusion

it feels smoother since you have more fps. more fps = less inputlag (just saying)
