I did a deep dive and found diddly squat about who they were. Best I came up with was this YouTube channel that hasn't been updated in 14 years. https://steamproxy.net/id/dokukaefer
This might be them judging by the YouTube vanity URL, but have not confirmed it.

Not much else to narrow it down, since Kaefer is a very popular name in Germany.
Best guess is a program such as terragen. All these skyboxes were made sometime around c.2007-2009 so it would have to be an older program that existed within that time frame.
I actually forgot to include the link, but it was made by Karatekaefer. They made a large amount of skyboxes about 16ish years ago over on GameBanana. This specific skybox is MPA 110, and can be found here:

CS:S has nothing to do with this map, and mounting HL2 does nothing for you except load the map files.
Question, Are you still working on this map or no? This map seems nice.
