Sorry for the very late reply. The game is really just a couple images, no coding, but the one that contains the face of all the cards can be found at

Unfortunately I don't have the gimp files I used for creating the cards in the first place, so I can't share that. But you're very welcome to copy the image and editing it or using it as a base for your own cards.
And yeah, I own neither SU nor Fluxx, so feel free to upload a version that's a little more up to date. No need to credit me unless you want to.
That's a good question. I'm regretting putting that card in there for a few reasons. It's more tedious than I expected. When I play I don't shuffle the cards mostly because I want Tiger Millionaire to stay at the bottom of the deck. Shuffling might be a good idea though. I would say if you can, shuffle the deck and then stick him at the bottom. As soon as they come out with some more SU episodes I'll probably be inspired to update the deck again and fix this.
