There is only 1 default building of this size and level, therefore this one will populate quite a bit. You can add more 3x4 Level 3 buildings to reduce how often it builds.

For now, every growable building has same ratio and it tends to spawn regularly. I read up on a post about having an option to set a spawning rate for growable and it seems that CO may implement that in the future.
