I get it I guess though... The true nostalgia is the whole package.
As for downloading stuff off the internet, I also clearly gave examples of titles on Steam/GOG which already include the preconfigured file, so if you own them you only have to copy them over to the X-COM folders, no additional downloads needed. I just also provided the link to where to get the files yourself.
Seriously, why would you be trying to run the Win95 version, when you could just run the Compatible Windows 7 version?
Why would someone download some garbage off the internet from some unheard of dude, to patch a game that didn't need patching at all?
