Before, you had to hex-edit the CHR_Playable_ARCH file and make it refer to different files without changing the version number. You could do in the SDK, but the version number of the package would change and it wouldn't work online. I haven't tried hex-editing the new files but you can try. Everything is in the ARCH file though, you'd just make new mesh / texture packages with the same string length as the others and then hex edit. But they "fixed" it, so this doesn't work.

Can't we just reverse engineer the new format? I'm guess the original format was simply the way Unreal 3 handled models? Do we really need TWI to make client side mods work? As far as I'm concerned unless the game checks to see if the models/sounds/textures are the same and doesn't run there isn't much they can do so long as we figure out how to decompile and recompile models and what format textures and sounds need to be in.

"Decompiling" might not be the right word, but yes, that's what it is. It involved hex editing and they changed the layout of the file structure, so AFAIK it's not possible anymore. I seriously don't see TWI adding custom playermodel support, especially with the way their vote-to-add workshop works. Even if they do, I doubt it'll be free.

What do you mean they wont fix it? I'm talking outsie of Tripwire people who figured out how to get the models into the game in the first place, I'm guessing it wasn't just decompiling the characters, taking the skeleton and putting the new character over it?
