The whole deal with The Boss was that she wasn't the perfect soldier, but rather she gave up her life and her body because she believed she could make things whole and one again where soldiers wouldn't give their lives for governments for stupid reasons like Vietnam and the Cold War and Capitalism and Communism, that's why she said that to Snake before he was forced to kill her that these notions are useless and we are just pawns of people who want wealth.

i mean the whole deal with the boss imo is that she was literally the perfect soldier in every way, so it seems to me that you can't have anyone be the boss but the boss -- otherwise, they would in some way not be the perfect soldier, and not be the boss.
